Hurlyvale Primary School’s Budget Meeting was held on Tuesday the 29th October 2019.
Thank You to all the parents and staff who made the effort to attend this very important meeting. The main purpose of the meeting was for the Governing Body to present, for approval by parents of this school, the 2020 Budget with proposed school fees and various other resolutions pertaining to the financial management of the school as prescribed by the South African Schools Act.
The 2020 Budget was presented by the Chairperson of the SGB Prof Deane " On behalf of the Governing Body I am pleased to announce that a general resolution was passed,unanimously accepting the proposed budget in its entirety."
Listed below are the Resolutions of the 2020 Budget that were approved by the parents at this meeting:
The school budget for 2020 as proposed by the SGB and as tabled in terms of the South African schools Act is approved by the majority of parents present. The Governing Body is authorised to supplement any deficits that may arise on budgeted amounts for particular budget items, from surpluses that may arise on any other items, provided that the total budget shall not be exceeded without the approval of a parent meeting;

The school budget for 2020 as proposed by the SGB and as tabled in terms of the South African schools Act is approved by the majority of parents present. The Governing Body is authorised to supplement any deficits that may arise on budgeted amounts for particular budget items, from surpluses that may arise on any other items, provided that the total budget shall not be exceeded without the approval of a parent meeting;
- School fees for 2020 include a comprehensive academic programme
- Hurlyvale Primary School is a fee-paying school. A parent’s school fee debt is a statutory obligation and thus takes priority over other voluntary debts as listed under voluntary programmes. Money received will first be allocated to school fees. School fees are payable in advance and are due from the 1st day of school January 2019).
- School fees for 2020 are:
- R19 940 per learner;
- A sibling learner annual discount: R550 per sibling (this excludes siblings in Hurlyvale Pre-Primary and Hurlyvale Pre-School);
- Terms of payment are as follows:
- In full settlement by 31st December 2019 will benefit from a 7,5% discount OR
- In full settlement on 31st January 2020 will benefit from a 5% discount OR
- In full settlement on 29th February 2020 will benefit from a 4% discount.
- For those who would prefer to pay on a month by month basis: 11 monthly installments of R1 813, payable in advance via debit order or EFT before the 7th day of each month (January to November); Debit Order form available from the office.
- Only payments in full by EFT/Internet payments, cheque deposits or cash will receive this discount and is not applicable to credit card payments.
- Discount will be reversed if only one child is paid in full and the account falls into arrears;
- If any single payment is not made on the due date the full balance will fall due and is payable immediately. Any payments made will be credited firstly to the outstanding school fees for the previous years and thereafter to the current fees that are due.
- Hurlyvale Primary School will charge an annual development levy of R1000 for every new learner that makes successful application to enrol into the primary school and excludes any levies to Hurlyvale Pre Primary or Hurlyvale Pre School;
- Fee-paying parents agree to concessions for parents that qualify for either partial or full exemption from paying school fees. The exemption criteria are determined by the South African Schools Act and not the SGB. The school can record the non-performance on school fee obligations to a credit bureau and has the right to verify all information supplied;
- Additional monetary contributions can be defined as:
- Extra-curricular activities (excluding those listed)
- Sport and educational tours;
- Daily outings and Adhoc visits;
- 2020 School fees include additional monetary payments to staff for overtime and extra-curricular activities (section 38A of the South African Schools Act). The SGB to be authorised to manage prudently;
- The school may hold and process by computer or otherwise any information obtained about parents as a result of their liability for payment of school fees. The school may communicate with parents in person by: fax, email, SMS, school communicator and the school website. The school retains the services of our current school auditors: CMA (Certified Master Auditors);
IMPORTANT TO NOTE:
- Any discount afforded on any of your child/ren’s fees that you choose to pay upfront in full, will be debited back to your account should any of your other child/ren’s fees that you choose to pay monthly, fall into arrears.
- In terms of Section 39 of the South African Schools Act parents are liable to pay these fees.
- In terms of Section 40 of the South African Schools Act we may enforce this payment by taking legal action.
- For security reasons, we encourage a “cash free” school and strongly urge parents to pay fees directly into the school’s bank account by EFT/internet transfer.
- We have introduced a Debit Order system, at no cost to you and the school will absorb these costs. Debit Order forms are attached, please complete and return to the office as soon as possible. New Debit Order forms need to be completed annually.
- For ease of reference, and to ensure that fees are correctly allocated to each Learner, we further request that a copy of the Deposit Slip / EFT confirmation, is either faxed to 086 551 5853, or e-mailed to julie@hvps.net. These are to be marked for the attention of Julie Boyd. Please ensure that your child’s correct Account Number is used as a reference on the Deposit and EFT slips. To confirm this number, please contact the School Office.
- In the event of there being any queries, the onus will be on the parent to prove that fees were paid.
